Richard Whalley

Director

As a Partner and Director at Beamans, Richard works with organisations across the public, private and third sectors to solve complex issues in reward, job evaluation, organisational design and workforce strategy.   Richard joined Beamans in 2017 and is an accomplished HR, OD and Equal Pay specialist with a track record of successful delivery of large cultural transformation and change management projects in complex, changing environments.

As a former Civil Service Deputy Director, he led the Workplace Strategy Programme at Highways England during the company’s transformation into a government owned limited company.

With accountability for a £45M annual budget, his role was to create and shape a modern, high-performing work environment by integrating four key pillars: Workplace Environment, Technology & Tools, People & Processes and Culture & Behaviours.  As a member of the Highways England (now National Highways)  Senior Leadership Team, he contributed to corporate governance as a member of the Executive Board’s Health & Safety and Resourcing & Reward Sub-Committees.

As Programme Director, of a three year Workforce Strategy transformation he overhauled reward structures to address critical equal and specialist pay issues, enhancing leadership capability through new performance management pathways, and executing major organisational redesign. This redesign successfully flattened hierarchies and delivered a major reduction in line managers from 1,000 to 300. He also helped shape best practice across government as a member of the Civil Service HR Leaders Council’s Organisational Development Group.

Utilising his experience as a Senior Conciliator at ACAS, Richard is committed to delivering fair and equitable solutions to key workplace challenges. Richard is skilled in maximising performance at organisational, team and individual level.  and is also an accredited programme and project manager, a Chartered Member of the Association of Project Management and a Gateway Review Team Leader and Reviewer.
